You would be right, if not for the "tell" part. Who are they going to tell? Its so politicized over there in Europe that even reporting crimes to the police gets ignored if its migrants, out of fears of racism accusations. Yes, Americans are big suckers for hero complex, but its ingrained in our culture. Distrust of the government is so foundational in the United States that the Constitution wouldn't have been ratified in the first place without recognition of protections from the State infringing the rights of the individual. This distrust of authority doesn't just extend to our individual selves, but also to the protection of our neighbors is some cases. It is the American ideal. We are all one opportunity away from being millionaires, and we are always one hero away from saving lives. It is a delusion of optimism in some cases, but I'd be lying if I didn't say that I envied it when I see it in others. Not to mention, while it may seem foolish to some of us, self-sacrifice in the name of something bigger can be a noble action. It certainly has been an effective tactic for the terrorists. The cold decision making you mentioned, of people running and hiding, facilitates terrorism unfortunately. The point is to make you hide. The people who run towards the danger, they may be foolish, but they create a huge disincentive to people who want to harm helpless civilians. I also don't disagree with Rowe's comparison. You don't see this terrorism trend as a force knocking on their door step in the UK?
I do. But that isn't national policy on terrorism. It was a PSA when unknown number of assailants were on the loose in a given area. An American police dept would do the exact same thing. They are never going to tell you to confront attackers except as a last resort. People who do so likely perceive an advantage or take a last stand. Nobody is against or criticizing this type of action though. Trying to compare a PSA to WW2 era speech is agenda driven confirmation bias. The "Pussification" of UK against the Islamic invaders, or something to that effect.
